NOTE: You do not need to enable the root account in order to do this. Sudo will effectively give you all the root access you need without exposing your root account to malicous attacks.
What editor did you use and what were the results displayed that told you, in essence, this is a no go? By the way my default config shows ask(not yes or no). With a cd to /etc and a sudo pico ssh_config

Then you just change the desired entry, hit control x, editor asks save and you hit y and then return key & that is that. You should copy file first for safety.
Provided the sudo advice I made the edit at /etc/ssh_config:
StrictHostKeyChecking no
wrote out and am still being told:"RSA host key for killington.sover.net has changed and you have requested strict checking.
Host key verification failed."
