Recharging iTunes Store account balance?

Is there a way to recharge the balance from your credit card, so that you keep a running balance (akin to redeeming a gift card)? I would like to avoid the constant charging of my credit card for small purchases and just do one every couple of months and keep the balance running.

No.
If you don't want a bunch of little charges on your CC, use a gift card.
You can purchase one in the iTunes store. Click on *Buy iTunes Gifts* at the right side of the main iTunes store page. Purchase a printable gift certificate and you can redeem it as soon as you purchase it.

Personally, I recommend you do NOT leave your CC info in iTunes.
When I want to make a purchase, I add my CC, make the purchase then delete the CC info.
