No, all iphones that are bought in U.S are officially locked to AT&T, whether it is a contract or not.

Even if it was unlocked, my understanding is that no-other carriers in the US have micro-sim's available yet, so you wouldn't even be able to stick your existing sim in the phone if it was unlocked.

Hey but i think you can actually convert the normal SIM card to a microsim through a sim card cutter.
Also is there a way to officially get a no contract iPhone 4 from the US and use it in India or should i wait for the Official launch of the iPhone 4 in India in the late September. PLEASE HELP!!

You should wait until September when the iPhone 4 is released in India.
