Push notifications aren't working

I've just restored my 2nd Gen iPod touch whith firmware 3.1.3 and I can't seem to receive push notifications from any app.
I've checked the notification settings and it's turned on, just like the apps I'm trying to get notifications from.
I've tried Facebook, eBuddy (free) and I've emailed my exchange account but didn't receive anything.
Can anyone help?

Go into settings, right under wifi, it says notifications. touch notifications.
touch facebook,make sure everything is on, same with ebuddy and whatever social networking apps you may have.
If that is not it go back to the first settings page scroll down to the bottom. it will show facebook. touch it, touch push notifications and make sure they are on.
If this doesnt help you then try calling an apple employee for professional help

my problem still not yet solve, after i give them a call. and i did change the DNS server to 8.8.8.8, 8.8.4.4, problem still there and not yet solve. it's seem like not stay persistent in internet although the wifi icon display on itouch.

every time i go into particular app, ie whatsapp, ebuddy, facebook, that a icon beside the wifi icon (look like a flower) will keep refreshing, to get the latest data or info.
