Hook the iPad to a computer and reinstall a fresh copy of the OS onto the iPad. If that doesn't work make an appoint to take the iPad back to an Apple store
You turn on a desk top or a laptop computer, which one you have. Click on iTunes, and then hook the iPad to the computer. Click on the iPad device in the left had column of itunes. You'll see the reinstall option in the main body of iTunes.
Sadly, I'm from the Philippines and the iPad isn't sold here yet by the Apple stores. I got mine from a relative who came home from the U.S. What can I do if my unit is defective?
Since the iPad isn't sold in the Philippines they can't service it as of yet. Call them away and see what the policy is when it comes to out of country purchases of the ipads being repaired in the Philippines.
