Pinch zoom won't work

Just to double check, you place 2 fingertips on a picture and then spread the fingers apart and the zoom no work, right?

There is a zoom setting in Accessability, but if you have Accessability turned off, it's not in play.

Have you tried a restart? Press and Hold the Home and Wake Sleep buttons until the Apple Logo appears. Let it start up and retry the pinch zoom.

Hook the iPad to a computer and reinstall a fresh copy of the OS onto the iPad. If that doesn't work make an appoint to take the iPad back to an Apple store

You turn on a desk top or a laptop computer, which one you have. Click on iTunes, and then hook the iPad to the computer. Click on the iPad device in the left had column of itunes. You'll see the reinstall option in the main body of iTunes.

Since the iPad isn't sold in the Philippines they can't service it as of yet. Call them away and see what the policy is when it comes to out of country purchases of the ipads being repaired in the Philippines.
