Although contacts are included with your iPhone's backup, contacts are designed to be synced with a supported address book application on your computer.

Did you manually enter all 800 contacts on your iPhone? All or none of these 800 contacts are available on your computer? If not, what would happen if your iPhone were lost or stolen and you weren't able to replace it with another iPhone?

With iTunes, go to iTunes > Preferences. Under the Devices tab will list your iPhone backup or backups.

Since you chose to restore your iPhone as a new iPhone or not from your iPhone's backup, you need to restore your iPhone with iTunes again and this time restore from your iPhone's backup if you want your iPhone contacts restored since it seems your contacts are not available on your computer.
