In a word, no.
The iPad's Mail application supports composing email in Plain Text only, which is the same with the iPhone and iPod Touch Mail application with all three devices running the same iOS.
I'm not a fan of composing email in anything other than plain text. If everyone used plain text for message composition - RTF and especially HTML was not supported for message composition, the majority if not all problems associated with exchanging email and message attachments would be eliminated.
It shouldn't be that difficult to bring half a dozen fonts, just like we can do in iBooks. Then give an option of a small color palette.
