FTP - Error 162 Port Failed

I am trying to get the FTP service working on my mac mini with OS X Server 10.6.3. I am able to connect to the server, but that's it. There appears to be some kind of error locating the home directory.

Here's a transcript from an ftp connection via terminal:

MacBook-Pro:~ markr34$ ftp markr34@IP-address
Connected to IP-address.
220-This is some banner text.

331 Password required for markr.

230-No directory! Logging in with home=/
230-Welcome to XXXXXXXX

230 User markr34 logged in.
Remote system type is UNIX.
Using binary mode to transfer files.
ftp> pwd
Remote directory: /
ftp> ls
227 Entering Passive Mode (192,168,0,14,202,227)
425 Possible PASV port theft, cannot open data connection.

If I try to connect using Transmit I get the error "Illegal Port Command. Error -162 Port Failed"

I have ports 20-21 and 49152-65535 open in the firewall.

I've added

passive ports 0.0.0.0./0 49152 65535

to /Library/FTPServer/COnfiguration/ftpaccess but that hasn't seemed to make any difference

I've searched the forums but can't find a similar problem, so I'm at a loss right now. Thanks for any help.
