iTunes will verify the restore with Apple ????????????

Apple customers have been restoring data from Superduper, Carbon Copy Cloner, Backup.app, Retrospect for many years with checking in without verifying anything with Apple.

How along comes the iPhone and it needs to call home to "verify".

Anybody out there know what the intent was on Apple's part for this ? I have NO IDEA why when I went to go restore my iPhone 3Gs this dialogue should need to occur. Why was it even written ? My iPhone doesnt need an OS update at all. I merely wish to restore MY OWN DATA to MY OWN PHONE.

Further, why does the whole iPhone need to be erased ? Does this include erasing and reinstalling the OS ? I can see no reason why that would be necessary just to restore user data
