Installed New Drive, Need to boot from OS DVD but Drawer will not open.

I am had to install a new unformatted hard drive.

I am attempting to boot from the OS X dvd, but when I boot up and hold down the "C" key, the drawer is not opening.

G5, Mac OS X (10.5.6)

To eject the drive during boot, hold down the mouse button. Holding down C just tells the Mac to boot from the CD/DVD drive.
