Ipad connects to Itunes but won't give any sync options

Since I upgraded to 9.2, my Ipad connects to itunes and I get the MyIpad to pop up in Itunes. The problem is that I get no options when I click on the Ipad to sync playlists, apps, etc. It is just a white screen that says "Ipad". The Ipad says "Not Charging", but still charges. Why don't I even get a Summary screen with options to restor? Please help.
