When I connect my iPod Touch, I can't change the content of my Apps.

I have an iPhone, an ipod touch and several nano's between my family. When i plug my son's 32gb ipod touch into my itunes, the apps sub menu will be frozen in place. It will sync new apps that i have purchased, but i cannot change the layout of the screen or remove apps one by one. the menus are visible, but there is a whited-out layer over the screens and apps list exactly like when you choose not to sync movies for instance. and yet all the apps are selected and they do load when i sync. i am not having this problem on my phone or my wife's ipod touch. the only thing that will fix this is if i do a complete restore and reset, not from the back-up. Please help, thanks.

Is the App-Installation restriction in Settings/General/Restrictions on that iPod activated?
Does the problem come back after restoring "as new iPod" without using the backup?
