My Powerbook G4 wont charge and the screen brightness is to low

I turned on my powerbook today and it made the startup chime,but i could not see anything because the brightness on my screen is as low as it can be. I've tried increasing the brightness but the screen says its as high as it can be even though its as low as it can be.

Also my Ac adapter wont make a light when i plug it into my mac. it shows an orange light if its charging and a green light if its full but it make none, and it makes a static-y noise when i plug it in.
