Yes, exactly that. By restoring your latest back up of your 2G to the new iPhone 4, all of your contacts should be transported over.

Or besides backup and restore...if all you are concerned about is contacts, just sync old iPhone with computer and your address book that you have been syncing with so far. Thus all contacts are already in address book on computer. Thus can just sync your new phone to same address book.

That is why one should be syncing with a computer....so the COMPUTER is the primary place of your data.

Theoretically, everything should still transfer, regardless of your iOS version (especially considering the 2G isn't compatible with iOS4).
