How to make an existing row a header?

I have an Excel file I downloaded and the top two rows are headers, but everytime I try to re=sort the file, it treats those rows as data and sends them off elsewhere. How can I get Numbers to treat these two rows as headers (header A and Header B) and then not sort them with the rest of the data?

Macbook, Mac OS X (10.6.1)

Assuming that you apply the described protocol, what you get isn't the normal behaviour.
May you try to run Numbers from an other user account ?
This would tell us if the problem is linked to your original account or if in is in the part of thge system which is shared by every accounts.
