This worked for me with the same problem:
Dial 611 from your phone and follow the menus to reset voicemail password. ATT will text you with a new password that you can then use to re-set up your visual voicemail. After you finish set-up you can then go into Settings>Phone to change your password to whatever you wish. Hope this works for you.
