Can't fast forward or rewind

For some reason, the fast forward and rewind have stopped working on my new ipod Photo. WHen I hold down either forward or reverse, nothing happens, but when I release it goes to the previous or next song. The double arrow for rewind shows in the upper left, even when a song is in play or pause mode (though play and pause work normally).

Also, I cannot reboot the device. Holding down the reboot key sequence does nothing. Is there a way to force a reboot that might fix things?
