I got up this morning and didn't notice anything until I left the house and was on 3G. Right now my iPhone 4 says it has full 3G signal but no data is transferred or loads. All apps just spin the wheel and nothing happens. No error message that it couldn't activate the data network, it just times out. I reset it once and 3G data worked for about 2 minutes; right after it turned back on I got 8 emails from Google Sync Exchange that I didn't have seconds earlier. Then it stopped transferring data again.
I am at home right now and just restored it as new. Still nothing. Is anyone else having a problem with AT&T's network right now? I'm in Frederick, MD about an hour north of DC. I can place calls and text just fine. It also runs fine when I use wifi.

I have the same issue with my iPhone 4. I called AT&T and they ran some diagnostics and had me reset my network settings. Did not fix. AT&T said it was device related.
Went to the Apple store and the CSR said several apps were running in the background and causing the problem. I uninstalled several of the apps and still have the problem. Apple needs to update ios4 and add a task manager that allows users to kill background apps.
I'm thinking of turning my iPhone back in and buying an Android handset. After the trouble I had at the Apple store getting someone to help me (long story, but two people allegedly signed-me in for an appointment and my name still did not show up on the appt list). I am fed up!!!
I live just down the road from you in martinsburg and i noticed the same problem. Calls are fine, but i can't keep data. I can't imagine it is the phone because it worked great since the day i got it on the 24th, and it's not til today that i've had a single problem with it.
I have the same problem. I consulted with AppleCare for about an hour and a half. Dan the representative was helpful at calming me down. He connected us to At&t tech support for a three-way call. They too ran diagnostics for about a half hour. At&t has stated that it is not a service issue, but an Apple hardware/software issue
Dan set me up with appointment at Apple on Friday in Buffalo where I am traveling for the Holiday weekend. Wish me luck. I will report back after the appointment.
I just did a google search for "att data issues june 30" because I too am having the same problem... in FREDERICK MD!
Data is borked out here for some reason, I have noticed it's been happening slowly since about a week before the Iphone 4 launch, approximately around the launch date of IOS4. My XM radio app won't connect for more than a minute at a time, but pandora has been reliable, until today. I can't connect to the iTunes store over ATT, and most other data brings up the spinwheel. Let's hope it comes back soon. Glad to know it's not just me, or my new phone.
I really think this has to be an ATT issue, there is no way three sim and two phone could all have this issue, and again my phone work amazing until today....ok ATT time to admit you're f-ing up!
Well that would be an interesting point except for even Apple thinks its their phone having the issues because Network performance in the areas where my phone is (attempting) to work is great and other devices don't have this same issue...
I have noticed that the number of bars doesn't necessarily relate to the device's ability to download data. Using the FCC Mobile Broadband Test app in my wireless environment at home with five bars, my iPhone 4 download was 10 Mbps. In the same location under 3G only, with 5 bars, download was highly variable, at times 2 Mbps and at other times nearly zero. I did the same testing side-by-side with my wife's 3GS and got the same or worse results each time. It seems that AT&T is having trouble with the 3G system.
I doubt it's a device issue; most likely an AT&T issue. This evening was the second night in a row of horribly slow data speeds. My son has a Nexus One on AT&T and the data speeds on it are horrible, too. I called AT&T, but they are no help. They keep insisting it's a device issue and transfer me to Apple. Ugh.
Wow - that's tough. I've heard that many in the industry don't think that AT&T is capable of providing good 3G coverage - especially with all the new users - iPad users and now new iPhone users. I was thinking of getting my first iPhone, but am going to hold off for awhile to see how/if Apple and/or AT&T resolve these issues. I think Apple will likely dump them (i.e. end their exclusive contract) over the next year if they can't deliver.
On the other hand - it could be kinks in the new phone's hardware (external antena) or software iOS4
Or Both!
I think I'll hold off for now.
Do you live in an area that has good 3G coverage from AT&T? (i.e. that you can confirm on other devices?)
Actually it was a nationwide problem. I guess i'm one of the few that got my phone (4) on launch day and have zero problems. So when there were data connection issues today i figured it was an AT&T issue. Could make calss and send text. Just couldn't get on the net, facebook, twitter, etc. I'm in New York by the way.
3G is not working on my iPhone in Portland, OR. Manually turning off 3G and switching to the Edge allows everything to work just fine with the exception of the Apple Maps App. I am surprised the iPhone doesn't automatically make the switch to the Edge instead of getting stuck in an endless 3G search. Aren't these supposed to be Smart Phones?
Maps App only works on Wi-Fi. GPS location is working but the Map, Satellite and Hybrid backgrounds do not load. My old second generation Edge iPhone was slow but worked just fine.
My conclusion is we are going to be stuck with buggy iPhone4's until Apple releases an iOS update. Hopefully they will kick something out very soon or I will go back to my old iPhone with it's numerous broken buttons. It maybe slow and beat up but at least the key functions like Maps still work.
