Difference between 'power-off' and hard-reset ?

Is there any difference between simply powering-down/restarting and a "hard reset"? If there is a difference, can anyone explain what it is?

MacAir, iMac 24, iPad, iPhone 3GS, iPhone 4, Mac OS X (10.6.4), I've switched!

OK, now Im curious, if it was totally and completely OFF, why are the same programs still running in background after it was turned off and back on? I mean you turn a computer OFF, and what ever was running previously wont restart. However you hibernate a computer, it is off, but everything that was running previous to shut down restarts to the previous state before shut down.
