Vodacom South Africa Carrier Settings

Eversince iPhone 3gs upgraded to iOS4 i get this annoying popup when making a phone call about actove call forward. If I don't press on the dismiss link it eventually disappears. On next Call inbound the same message comes back, but can't press the dismiss or answer the phone, resulting in miss call. The only way I could resove this was to disable ALL diverts, but since I use my phone for business it is unacceptable to have misscalls and nobody can leave a voicemessage due to the fact that the voicemail divert is no longer active.
Also the carrier settings was not upgraded. Now everytime I connect to iTunes I get this message about carrier setting upgrade, which even if I click yes, it happens everytime, even when it is done and i say check for updates, it happen again... I would rather downgrade to 3.1.3, but it would seem as if that is not possible. any help?

Forgive me for being stupid here, I switch off the phone, then plug the usb cable in pressing the HOME button at the same time. When iTunes open up it mentions that the phone is in recovery mode. I hold shift (windows pc) and click on restore, giving me the option to choose the file, which I happely does, then it verify the firmware file on apple, comes back and says the firmware cannot be restored. Read on different post that the 3.1.3 isn't signed anymore ? which is the reason it is doing it.
