I cannot download anything and I’m my phone is acting like a brick

Earlier today, I noticed most of my apps had been offloaded. When I tried to download them again, it gave me this message. I tried searching about this online and it said I may have some debt on my account, so when I tried readding my card, it says I can’t redeem any codes or cards and the only way I can add a card or funds is PayPal and I do not use PayPal. Please help.

Unable to download Apps Hello, my iPhone will not let me download. It keeps telling me that I have to add a credit card. I have enough storage, about 60 GB.
