Can't copy-and-paste in Mojave keychain

I'd like to copy entries from iCloud keychain to a local keychain, but every time I try, I get a warning dialog that says "An error has occurred. Unable to add an item to the current keychain. One or more parameters passed to a function were not valid." This seems to be a programming error that involves an internal API.
