Keyboard input sources bug in Mojave?

I've upgraded to Mojave 10.14.1 (and later 10.14.2) on Macbook Pro 13 (2014), and since then have a problem modifying and switching the keyboard language settings.

Specifically:

Trying to add additional keyboard languages through "Input sources" doesn't work - can't switch between the languages afterwards, though it does appear in the "input source menu".

Resetting the Macbook doesn't help.

"Pages" software stuck on single language, without option to switch between different languages.

This is a glitch with your particular install. Try a safe boot

also see if you have the same problem if you set up a new user acct and log into that
