See Make and answer phone calls on HomePod - Apple Support. Perhaps you should turn Personal Requests off and then back on again.

All devices were up to date and rebooted more than a few times while trouble shooting the problem. Apple Support was just about to have me pack up my devices and take them to an Apple store when I discovered the solution. I had to disable Personal Requests on the HomePods in the home app and then re-enable the setting. Apparently it was not updated during the transfer from old phone to new. It was still trying to service requests through the old device. Hopefully this will help others.

I can connect to homepod for music, but it isn't connecting to my cell calls. Not sure if there is an issue with my phone or if it is with the Homepod. I've tried resetting the Homepod, resetting network settings on my phone, etc. Everything was working fine all week; just today I can't connect on voice calls.
