My purchase cannot be completed

When trying to purchase in Apps I am receiving the message “my purchase cannot be completed” and gives me this site to refer to. I have went into settings and made sure everything is correct and I still receive this message.

If you supplied a credit card, check its details. If not or they're correct, click here and ask the iTunes Store staff for assistance.
