iCloud download symbol next to app name

I would like to know what the iCloud download symbol next to an app's name means. If I click on it something starts to download but the download never seems to end. What is different about this from App Store updates of the app?

Also, some apps have a blue dot next to the app name. What does this mean?

Have you updated your iOS recently?

When you see the cloud symbol, it means that that App hasn't been redownloaded yet. Connect your device to a reliable and possibly fast wifi network and redownload those apps.

Blue point means that the app(s) has/have been recently downloaded or updated.

Tap on the app icon. Opening it, the blue point should disappear.

Waited forever for the downloading of the dozens of apps I selected. When the downloading indication finally ended I got message the they could not be completed because my device didn’t have enough storage space. Now, how can I use the app if this happens when I click on it? Maybe the app would start if that was the only one clicked on.

As to iOS version. I checked and got message 12.1.1 is available but no indication of what version I have installed. Is there somewhere else to find the installed version besides Settings>General>Software Update?

Thanks
