I want to use my iPad as a blueprint

I have an iPad configured the way I want it. I want to use it as a blueprint and apply it to a cart of iPads using Apple Configurator. I created a backup of it and then applied the backup to a blueprint. But, it's not working. The blueprint doesn't show any apps when I click on information and when I applied it to 1 iPad as a test, it set it up as a new iPad. What am I doing wrong? Thanks for your help!
