Because Unicode 12.0 isn't out yet. Wait until next summer or fall.

With rare exceptions, emoji requests should be submitted to the Unicode Consortium, not Apple.

If you have an iPhone X or newer and iOS 12.1 installed, all available Emoji's are already included.
