In any app I experience skipping of the apple pencil. The pencil does not seem to be the issue as when I lift my palms off the screen completely my lines do not skip. The zoom setting in Accessibility is off as well. I am not sure what to do as this issue is hindering my ability to use the device. Help :(
Wow. That worked. I unplugged the ipad and the issue went away, plugged it back in and it started skipping again. Why is this happening? Is the charger potentially defective?
This is a just discovered issue.
No one is, yet, sure if this is an iPad hardware issue or a software issue/bug with iOS 12.

Are you using your iPad and Pencil while trying to charge the iPad or just keeping it connected to the Apple power block?
same problem but on the 2018 ipad pro. You are not alone.
The charger was the issue. Tried a different charger along with a back up battery charger and was able to draw just fine while charging. Thank you again!
