Where can I get additional templates for pages and how to I add them?

I'm wanting to find and use a free template for meeting minutes that I can use in Pages on my iPad Pro and for Pages on icloud.com. I do not have a mac, only windows machine. I tried downloading a free template from iworkcommunity.com however I could not figure out how to get the template to work with Pages on iCloud or on my iPad Pro. So how exactly to I add templates to Pages, and where can I find free templates that are compatible with Pages for iCloud and iPad?
