Lost uploaded music and playlists in Itunes on PC

My Itunes on my PC and iphone have lost all its uploaded content and playlists. I just have my purchased music remaining. My Ipad still has the playlists although it backed up yesterday. I would like to restore my full library on my PC and phone and not risk losing it again on my ipad.
