Why can't I remove the torch from the lock screen?

I have an iPhone XR and these shortcuts on the lock screen are really irritating. Torch button gets pressed in pocket / purse and its remains on accidentally till we realize its on. Also, anyone can take my phone and click pictures with the camera.

Is there any setting by which I can disable these shortcuts on lock screen? I am not talking about the control center, but the shortcut buttons right at the bottom of the lock screen.
