Safari for Windows 10 to read .webarchive files in iCloud for Windows

In order to read .webarchive files residing in iCloud on a Windows based PC, I need to have the Safari browser for Windows on the PC. How do I get this? It doesn't matter if the browser is updated, because I won't use it to go online, just to read the docs.
