Cannot enter recovery mode to restore my disabled Ipad mini A1432 wifi

Hello, My relative had an I pad mini A1432 wifi and forgot her password; after many attempts she was locked out and the ipad disabled. She gave up, bout a newer model, and gave the disabled one to me. I have followed instructions on restoring default settings to a disabled ipad, without success. This ipad shows the message "ipad is disabled." When connecting via USB to a computer, the ipad opens in file explorer but itunes cannot connect. Disabling autoplay for USB stops the file explorer opening but itunes does not connect. At one point in the past my relative saw the "connect to itunes" message but she couldn't make the connection work. I have not been able to see that message. How long must I hold the sleep/wake and home buttons? When I do this, I see the apple logo then "ipad is disabled" message; nothing else. I also tried the method listed below (without success):

1) Disconnect all cables from your device.

2) Hold down the Sleep/Wake button, then "slide to power off" to turn off your device.

3) Press and hold the Home button and plug the device into your computer.

4) Continue holding the Home button until you see the Connect to iTunes screen.

Is there a different method needed after multiple unsuccessful attempts?

Your help would be much appreciated. Thank you.

Thank you, the device is restored now.

Before I could follow the directions, however, I had to change some settings in my laptop running Windows 10 which interfered with the connection to iTunes.

In particular, the AutoPlay settings for USB: it was set to open File Explorer; changed to Ask Me - then the computer doesn't automatically react, permitting itunes to interact with the ipad.

Appreciate your help!

If the device is disabled, then you must connect to iTunes in order to restore it:

If you see the Connect to iTunes, or you forgot your passcode, or your device is disabled - Apple Support

Resetting isn't going to help. If iTunes is not recognizing your device, then see this support article for troubleshooting steps:

If iTunes doesn't recognize your iPhone, iPad, or iPod - Apple Support

Note that the last sentence in the article provides you with a link to contact support if the troubleshooting steps fail.
