How do you turn on you camera, on there, i've tried turining it on when you click the two dots and it won't let me click the camera, please help I have a iphone 6s.

Are you certain it's an iPhone 6S? Check Settings > General > About > Model and report the result here.

Are you using iOS 12.1 or later? That is required.
