I have bought new iphone xs max. i am unable to set it up because when insert a sim card it says that sim card is not supported or in violation of activation policy.

I am in Pakistan and the phone was bought from US.

Sounds like the phone is locked to a carrier, you will have to contact that carrier and see if they will unlock it
