i cannot update anything. the phone asks for

i cannot update my billing info because it does not accept what I do and thus I cannot update apps. What is wrong?

Thank you for answering. Every update brings out box Verification required. I have gone to my billing account and filled in everything. Nothing has changed from before, but the program just answers and says your payment method was declined. I use the same credit card everyday and no problem. But in Apple account it does not go through
