Apple was on the phone with me for over 2 hours today, we finally figured it out, Intego virus was keeping iTunes from connecting to the store. I disabled Net Barrier and got thru, enable it and it is blocked.
I called Apple Support, the person suggested I Command R and reinstall Mohave, did that, same error. I can connect with Mac Sierra on my MacAir, so it's a bug in Mohave.
It will be a local issue of some sort. iTunes 12.9.2.5 is working for me in Mojave.
