Your iPad 4 cannot update past iOS 10.3.3 that's why.
You need a newer iPad.

Your model maxes out with iOS 10 and netflix probably wants 11 or 12
Netflix JUST RECENTLY updated its minimum iOS requirement to iOS 11.
