Can anyone confirm or deny that you can sync two pairs of Bluetooth headphones simultaneously to the Apple TV 4th gen?
The support section does state multiple Bluetooth devices can be synced but is vague about how many AUDIO devices can be.
It is not possible. As per that support article, you can pair multiple bluetooth controllers (up to 4) or one controller and one other accessory (speaker, headphone). The bluetooth 5 protocol is the first that allows for 2 headphones to pair simultaneously, and that is only available on the 4k (5th gen) model. You would still be required to purchase headphones that support BT 5, and not many exist.

Apple TV (4th generation) has Bluetooth 4.0, which is not able to support multiple bluetooth speakers at the same time.
There are devices (with two transmitters) that can help you get that functionality, but those connect to a TV or AV receiver instead.
the appletv 4K model do have Bluetooth v5 which is required to connect to more then 1 Bluetooth a2dp supporting headset
people state the headsets also has to support Bluetooth v5, and I'm not sure if v5 adds some sort of sync with image because a great many people who use Bluetooth headset and speaker complain about movies and games not being in sync audio vs. visuals
and a2dp was developed for phone calls and music where sync is not as much of an issue
