Can’t change or modify cellular plan on iPad Pro

So when I go to Chang my cellular plan, I keep getting this message. I have tried resetting network setting but that didn’t work. Any ideas on what to do next? I am using the built in Apple sim with AT&T and I bought this iPad from the Apple store.

From what you've shared, I would suggest following the recommendations under the "Get help" section of Set up cellular data service on your Wi-Fi + Cellular model iPad - Apple Support, which suggest using Get help with the SIM in your iPad - Apple Support.
