can't turn off Find My iPad

Hi Community, I have an older iPad (iPad 4 Model A1460) latest update version 10.3.3. I am trying to turn off "find my iPad" but when going into Settings -> Apple ID -> iCloud on my iPad the "Find my iPad" is not highlighted so not responding when pushing the "on" button (see photo attached). I tried to turn it off going to iCloud.com, but it remembers the last location of my iPad so the remove option is not popping up either (I have turned the iPad to offline when I am in iCloud.com). What do i need to do to turn off Find my iPad?

If you haven't already, try restarting your iPad and testing the issue again in the iPad Settings. Restarting can resolve many unexpected behaviors.

Restart your iPhone, iPad, or iPod touch

If the issue persists, make sure the iPad is connected to the internet and follow the steps in the link below
