This link has almost every wallpaper that was released for iOS. The one you are referencing was a live wallpaper though so what you are able to download may look a little different than the image in the link you posted.
Wallpaper is limited to certain devices. What device are you using and what article are you referring to? To see if that option is on your phone, go to settings>wallpaper>choose new wallpaper - select "stills" and choose from there.
Unless you find that photo at the link anypats posted your phone cannot get that photo.
