Allow Phone Call Notifications on macOS without abrupt interruptions

There is a correct way to handle phone call forwarding on the Mac. If audio or video is playing, do not interrupt that audio. In almost every circumstance my phone is already vibrating in my pocket. I do like the ability to answer the call on my Mac, I just hate that if I'm in a full screen app it stops everything, changes spaces to a desktop and starts ringing. Why doesn't it work like literally all other notifications? I just want a banner that I can choose to interact with OR ignore at my leisure.

When I google this issue all I find are people wanting to disable the wonderful feature of being able to answer phone calls on their Mac. These people are asking for the wrong thing. I feel like I'm taking crazy pills.
