Parental Controls for iPhone-addicted 12yr w diabetes

I need help figuring out on the iPhone restrictions app how to both maintain her lifesaving app that transmits her blood glucose levels to us through her iPhone and shut down most other things depending on the time of day. We’ve been to an iPhone store. Maybe we didn’t program it right but she’s found workarounds to get in her phone when she shouldn’t be able to.
