New Apple ID can't download apps

I Created a new apple id and when I want to download a free apps, they asked to make a review, in the end go to payment method, even select none, phone number, or debit card, both can't use, and how am I going to download apps?

Have you done as instructed and contacted iTunes Support ? If not you should do so (these are user forums, not iTunes Support) :

- go to http://www.apple.com/support/itunes/ww

- click on your country's flag (the country where you are, and which is therefore the country on your account)

- click on Contact Support towards the top right

- click on Get Help under 'Talk To Us'
