Sharing iTunes Playlist without Apple Music
Is it possible to share an iTunes playlist without being an Apple Music subscriber?

Unfortunately, no. Sharing used to be a capability of iTunes ( and in fact the instructions are still hanging around on the web, such as this old article: https://lifehacker.com/213719/share-itunes-playlists-with-the-world ) but it has not been possible for several years.
Nowadays, the only sharing provided is via Apple Music:
