Restrictions Enabled at iTunes Store means?

Can’t download or open iTunes app to iPhone. Says “Remove Restrictions” but where/how? There’s no iTunes app on my phone now and don’t see anything pertinent on my settings. Trying to get to my purchased movies :(

If you are on iOS 12 then the restrictions are probably in Screen Time in settings. If you are on another iOS, then it will probably be under General. Hope this helps!
