What happens when you try? Error message(s)?
Do you have access to another WiFi network where you can try? That has worked for several people.
Try a restart.
Restart your iPhone, iPad, or iPod touch
Try a forced restart.
Did you try the new phone on another network? Try a reset and forced restart?
You are entitled to 90 day telephone support from Apple. Try contacting them.
Work through the screens to get an email or chat option.

It worked fine on new iPhone #2, which was already an active acct
