iPad update

I can't update my iPad to the latest version that is iOS 12. It says iPad is up to date but the version is only 9.3.5 whereas, I want the latest iOS 12.

If it's an iPad 2 or iPad 3 or Mini 1 (Identify your iPad model - Apple Support) it can't be updated above 9.3.5, that is the highest version it supports.
